Configure automated auto-scale for host pools

Allow to configure when the session hosts in a host pool should be automatically powered on or powered off based on the real usage (number of users per vCPU) like on the following article: https://docs.microsoft.com/en-us/azure/virtual-desktop/set-up-scaling-script.
